A strong security culture affects the structure and style of an organization as well as the attitudes and level of commitments of the staff of the organization. The International Atomic Energy Agency provides the best current guidance and recommendations on ways to implement nuclear security culture systematically. These guidance and recommendations which are aimed to prevent, detect, delay and respond (if necessary) to malicious acts regarding nuclear materials and radioactive and their associated facilities are generic and can be enhanced to be specific on the security requirements of radioactive sources. If properly implemented, they can lead to a sustained security performance by identifying vulnerabilities that can lead to reduced performance and subsequently lead to failure. Enhancing Nuclear Security culture and physical protection in facilities housing radioactive sources aims to develop awareness of possible risks to security and to translate this awareness into actionable responses and appropriate behavior that addresses the possible risks. This paper presents an overview of the Physical Protection Practices in the Nuclear Technology Centre ( NTC) which houses a 300kCi Co-60 source Gamma Irradiation Facility in Nigeria.
